The infographic highlights the SOP for Phase One of the Movement Control Order under the National Recovery Plan in Kedah, Selangor, Melaka, Johor, W.P Kuala Lumpur and W.P Putrajaya as issued and updated by the National Security Council on 25 August 2021.

For areas under Enhanced Movement Control Order (EMCO), the EMCO SOP is effective until announced otherwise. 

Latest Amendments
Restriction in Movement:
Children below the age of 17 are discouraged from being in public places and facilities.

Sports and Recreation:
  • Individual and non-contact sports and recreational activities in open areas limited to jogging, cycling, recreational activities like skateboarding and inline skating, etc and exercise only with social distance of at least 2-3 meters and within residential neighbourhoods within the same district from 6am-8pm only.
  • Operation of open public parks is subject to local authorities’ directive.
Malaysian and Non-Malaysian Travellers:
  • Individuals returning/arriving from abroad and have not been fully vaccinated are required to undergo quarantine at a designated quarantine centre and subject to KKM's risk assessment.
  • Travellers are required to carry our self-assessment daily through the Home Assessment Tool (HAT) in the MySejahtera app till the end of their quarantine period (be it 14 days or 21 days from date of arrival).
  • Travellers are required to undergo COVID-19 testing (RT-PCR COVID-19) upon arrival at the country's international border gates. Travellers are required to undergo another round of COVID-19 testing (RT-PCR COVID-19) on Day 10 or Day 18 (for travellers undergoing 21 Days Quarantine)
Economic and Business Sectors:
For civil service, it is subjected to the current instructions of Chief Secretary to the Government of Malaysia.

Essential Services:
F. Mining & Quarrying
Mining & Quarrying sector that has achieved vaccination rates for its workers as below:
  • Less than 60%: Allowed to operate at a capacity of 60%
Restricted Activities:
Presence of audience and supporters at any sports and recreation venues.
