The infographic highlights the SOP for Phase Two of the Movement Control Order under the National Recovery Plan in Kelantan, Perak, Penang, Sabah, Melaka, Selangor, W.P Kuala Lumpur, W.P Putrajaya and Johor as issued and updated by the National Security Council on 24 September 2021.


For areas under Enhanced Movement Control Order (EMCO), the EMCO SOP is effective until announced otherwise. 

What’s New?
1. Spa, Wellness and Massage Centre allowed to operate from 1 October 2021.
2. For private sector, listed essential services allowed to return to 100% capacity on condition that more than 80% of employees have been fully vaccinated.
3. Restaurants, shops/food stalls, food trucks, street vendors, mobile vendors, food court/complex, roadside stalls/kiosk for takeaway, drive through and deliveries allowed to operate from 6am-12am.
4. Grocery, Convenience Store and Mini Market allowed to operate from 6am-12am.
5. Petrol stations allowed to operate from 6am-12am (Exception: 24 hours for highway stations).
6. Attractions and activities such as zoo, agritourism, aquariums, snorkeling, diving, fishing tourism and nature parks are allowed to operate from 1 October 2021 with condition that all staff/operators and visitors are fully vaccinated.
